I WISH TO THANK THE BEAM EXCHANGE AND IN PARTICULAR MIKE FOR INVITING ME TO SPEAK AT THIS CONFERENCE. AND THANK YOU PATRICIA FOR THOSE THOUGHT PROVOKING REMARKS THAT I’M SURE WILL STIMULATE DISCUSSIONS AROUND CONTEXTUALISING MARKET SYSTEMS APPROACHES. A WARM WELCOME TO YOU AND THE REST OF THE CONFERENCE DELEGATES, AND IT IS MY HOPE THAT YOU’LL ENJOY THE ZAMBIAN HOSPITALITY.

LIKE PATRICIA, I HAVE HAD MY SHARE OF EXPERIENCE WORKING WITH MARKETS SYSTEMS PROGRAMMES AND FOR THE PAST FOUR AND A HALF YEARS, I’VE BEEN AT THE HELM OF AN ORGANISATION - FUNDED BY DFID AND THE SWEDISH EMBASSY - THAT ENDEAVOURS TO FULLY UTILISE THE MAKING MARKETS WORK FOR THE POOR APPROACH. WE’VE IMPLEMENTED NUMEROUS INTERVENTIONS BY SUPPORTING OVER 64 CORPORATE CLIENTS CURRENTLY PROVIDING IMPROVED MARKET ACCESS TO APPROXIMATELY 320,000 SMALLHOLDERS ACROSS ZAMBIA. IN THE PROCESS, WE’VE FACILITATED THE ESTABLISHMENT OF OVER 2,000 NEW POINTS OF ACCESS TO AGRICULTURAL INPUTS, SERVICES AND OUTPUT MARKETS IN RURAL AREAS THAT ARE MOSTLY ISOLATED.

BUT I MUST SAY THAT WORKING WITH MARKET SYSTEM APPROACHES HAS NOT BEEN AN EASY FEAT!

A QUICK REFLECTION ON THE KEY NOTE SPEECH BY PATRICIA ON MARKET SYSTEMS APPROACH – MUCH AS THE MARKET SYSTEMS THEORITICAL FRAMEWORK AND PRINCIPLES PROVIDE A PLATFORM FOR MULTIPLE MARKET PLAYER PARTICIPATION TO ACHIEVE INCLUSIVE GROWTH, REALAITIES ON THE GROUND ARE DIFFERENT. FOR LACK OF A BETTER EXPRESSION - IT IS ACTUALLY A MESS. HERE ARE SOME KEY FUNDAMENTAL ISSUES TO CONSIDER ON THE GROUND;

  • HOW TO DEVELOP AND ALIGN MARKET INCENTIVES TO STIMULATE MARKET PLAYER PARTICIPATION WITH DIVERSITY OBJECTIVE
  • THE IMPLEMENTATION PERIOD OF MOST FUNDED PROGRAMES IS TOO SHORT TO SEE MEANINGFUL SYSTEMAIC CHANGES ESPECIALLY THAT THE IMPLEMENTATION OF THE INTERVENTIONS ARE MOSTLY DEPENDENT ON THE THIRD PARTY
  • THE IDEAL WORLD DOES NOT EXIST ON THE GROUND- HOW TO CHANGE THE BEHAVIOUR PATTERNS OF EXISTING INSTUTITIONAL STRUCTURES SUCH AS CULTURE, SOCIAL NORMS, VALUES, RULES AND STANDARDS. ADDITIONALLY, AVAILABILITY OF SUPPORTING FUNCTIONS SUCH AS INFRASTRUTURES, INFORMATION
  • UNDERSTANDING THE CHANGE DRIVERS – THE COMPLEX INTERACTION BETWEEN ECONOMIC, POLITICAL, INSTITUTIONAL AND SOCIAL FACTORS DIFFERS FROM ONE PLACE TO ANOTHER. THERE IS NO ONE SIZE FITS IT ALL.
  • GENDER INCLUSIVE IS A CHALLENGE OWING TO THE FACT THAT MARKET PLAYERS WOULDN’T MIND WHO THEIR CLIENT, SUPPLIER AND CUSTOMER.
